Mr. Preston Tulay is experienced in Information Communication Technology (ICT) offerings in international development, education and training, STEM, program planning, project development and implementation, operating procedures, policy design, acquisitions and coordination. He has a M.Sc., Applied Computer System Management, University of Global Campus in Maryland and a B.B.A., Computer Based Information Systems from Howard University, Washington, DC.

Mr. Tulay has extensive work experience with the U.S. Peace Corps (in DC, Liberia and Ghana), U.S. Department of Commerce, University of Liberia (USAID funded project), United Nations Integrated Mission, Howard University, National Center for Educational Statistics, University of Maryland University College, etc.
